Yes, instructors can register for Premium Educator access at educatoraccess.hbsp.harvard.edu.

How can I obtain a Harvard Kennedy School teaching note that is not currently available via Harvard Business Publishing?
Teaching notes are only available to teaching faculty members at degree-granting academic institutions. In order to verify your teaching status, please send an e-mail to email@example.com with a link to your online directory or website. You may also e-mail or fax verification of your teaching status on your Universityís letterhead from your department chair, Dean, or Human Resources department. Our fax number is 617-495-8878.
